Dave, please give consideration within the study to a more direct easterly alignment running along the State Road 528 corridor and/or along the northerly adjacent Barge Canal. Given already existing traffic noise and air pollution from SR 528, and given the barge and motor boat traffic, etc. This route from an enviro perspective seems like the most logical and direct choice (all other economic factors held constant). It is also a logical choice to connect to the existing cement/sand plant at the Northwest quadrant of the FEC Railroad and State Road 528, and the adjacent Grissom Parkway Industrial area, which already has a future land use designation for industrial uses within the jurisdiction of the City of Cocoa and vacant industrial ready and available for future development to intensive industrial pursuits. Secondly, please make sure to study what happens when you effectively create two man-made choke points in very close proximity (e.g. existing State Road 528 causeway plus the rail line just north) which may restrict critical habitat water flow, perhaps to an exponential degree compared to man made causeways that are normally much further spaced out.
