As respects the Draft EIS regarding CN / EJ&E, it is misleading to state that CN proposed 70" "voluntary" mitigation factors, when many of the 70 are simply a restatement of CN's obligations under Federal law. It's also notable that the "voluntary" mitigation efforts were not suggested until AFTER CN encountered significant resistance from communities potentially affected by the proposed acquisition; they weren't voluntary so much as they were "desperate"."
