Since the Supreme Court ruled in Gibbons v. Ogden(1824), the issue of interstate commerce has been the domain of the federal government, not the states. Linking the purchase to actualizing the STAR line would win over some of those complaining in Barrington, but importantly would win widespread support throughout the NW suburban Chicago area. We know we would be better served working to finalize the STAR route than complain about CN. Surprisingly to some, CN could negotiate haulage/trackage rights over the EJ&E and run as many trains as it wishes without a single upgrade or improvement. It is tiresome to hear the whining from the Barringtons about how horrific life will be with a few trains. Welcome to the era of economy of scale and the CREATE plan! What is important is to utilize the J" to its potential--providing that the STAR line is part of the takeover plan."
