RE: Finance Docket No. 35087 I’m a third generation railroader and have been part of the transportation industry for nearly 25 years. I’m currently employed by the CN railroad in our Michigan operations as a Trainmaster and in my current role, part of my responsibilities are to line up train movements for our customers. Moving their freight efficiently in a timely manner is a commitment CN has made to our customers, which is what they expect of us to operate their business and meet the needs to their customers as well. I see first hand how their operations are impacted when we cannot do what we say we will do, when we say we will do it. Delays and stoppages due to interruptions in transit are very problematic, and causes interruptions to our customers production when freight service is delayed. Delays due to traffic congestion in Chicago, especially for our Michigan customers like the automobile manufacturers only adds stress to their production capabilities and distribution lines that could be avoided. Using the Elgin, Joliet & Eastern railway as a bypass for CN traffic will provide clear benefits by making their logistics supply chain more dependable. Please approve CN’s proposed acquisition of the Elgin, Joliet & Eastern Railway as soon as possible, which in my opinion really is not that large of a business transaction, or at least not one that warrants dragging out the review much further. I’m personally committed to servicing our customers and your support in passing this acquisition can greatly help to improve our struggling economy. Very truly yours, Michael C. Mowen CN Trainmaster
