The Illinois CREATE program is designed to resolve issues of RR congestion in Chicago. Implementation of CREATE requires the participation of the freight railways, including CN. The proposed acquisition of E,J&E is also intended to resolve Chicago RR congestion issues. The scope of the EIS should investigate the potential participation of CN in the CREATE program as a potentially viable alternative which may mitigate the impacts of the proposed acquisition and re-routing of freight traffic on the E,J&E tracks?
