It is a fine goal to reduce rail congestion in the Chicagoland area, but not at the expense of residents' quality of life in the suburbs. It seems that a lot of trains go through Aurora as it is. The horn blasts are unbelievably loud. I live just over half a mile away from the track and it's as though the locomotive is in my driveway. I can't imagine doubling the traffic. In the summer, they wake me at 3am and continue until I leave for work at 6am. If they (CN) would help my community contribute financially to a 'quiet zone' at our (Rt 34) crossing, it might be tolerable. Ps-the 'horn rule' is absurd. I don't drive around in my car blasting my horn for 20 seconds before I (might) crash into someone.
