Dear Phillis, On Monday, Feb. 11, 2008 the contractors the STB hired to conduct the noise level tests re: the CN acquisition of the EJ&E stopped by my house to ask if they could place instruments in my back yard to measure the noise. First, let me tell you I was pleasantly surprised to see that you had followed through in my request for this step in the EIS. The contractors were very nice and professional, however, they said they normally only keep the instruments in place for 48 hours. I asked if they could keep them in place for a week because the trains can be very intermittent, and to my dismay, there has been very little train activity in the last 48 hours. In my opinion, if you are to obtain an accurate reflection of the noise level you would also need to attain and test a certain number of trains that have passed, not less than hand full, which I think is the case. I understand that they are probably trying to test many locations, but my concern is that your results will not provide as accurate of a reflection of the noise as it should. If possible, could you please contact the contractors and request that they leave their instruments in place through the week end and consider removing on Tues. Feb. 19, 2008.
