I favor the EJ&E sale to CNR because it will increase efficient transport of goods. That said, linear programming, TV monitoring at selected crossings, traffic coordiation between trains and vehicles are essential. Where traffic justifies the cost, over/underpass construction should be part of the acquisition agreement.
