how doesthe CN plan on making an incressed train traffic pattern on the EJ&E railroad unless they are planing to upgrade the trackage to a class !railroads requirements. How do they plan on there merger to work if the major part of there north bound mainline from West Chicago to Waukegan is to stay at single track mainline and how are they planing to move an 8,000'-10,000'train in either direction if they do not do grade separtations of all at grade railroad crossing on the whole main line and how are they going to incress traffic in Petro chemicals with the Gary Chicago airport only 500' awayfrom the mainline,what is CN's HAZMAT proposal for the worse case senerio of a plane and a tank car of cloride hitting each other; as in the case of MIDWAY AIRPORT and 31st where on a snowy night a Southwest Airlines plane flew off the runway an went through the secuity fence and ended up on an automoblie killing one. Has the CN asked the FAA of a bridge to be built over railroads mainline to try andprevent a HAZMAT condition from a plane striking atank car on a feight train that could be carring any thing for Clorine gas to LP gas to GASOLINE or any other hazardous materialor flamable itemsthat could be being transported per FRA HAZARDOUS mATERIAL handling in trains set forward by theFRA in Apeil of 1994;regardinany types of a hazardous material handle on a trainand how itssafety is required to be done and the INTERNATIONAL hazardous classes are to be explained and load in a trains manifestand what classes have to be sepateted by federal law from each other for a safe movement of any train along with the required docoumentation of the manafest of trains contents for emergency presonal's knowlage incase of an accident FRA 174.00, is required to be use in the blocking of trains for any direction. The EJ&E thinks they are not required toanwer any requests for document but they are wrong in they're asumtion of that rule is wrongif yu go by thICC act of 1958or the STB ACT of 1995 which both state that the railroads are required to deliver any requested materials to the people that requst it werther it is the pruchaser othe pruchasee they are required to fowardthe requsted materials to the people that requse it or face fine of $250,000 perday for each requst that is ignored and that in this case is what the EJ&E is doing stating that they are the one being merged and that the CN will havew to furnish the reqired paperworks wanted on CN wpnt give out any thing. so how does the CN expect to run trains at 60mph speeds and not stop car traffic for over 5min utes if they're planing on an incress of 20.5trains perday from the EJ&E's cuurrent level of 5 per day on a single track mainline because it will be imposible to do even with $100,000 in upgrades that they are planing n making to the infresture of the EJ&E and how are they trying to elimnate JB tower at West Chicago which will be impossibleat best to work with the UP rairoads trackagerights agreements that were gaine by the Up with the CNW merger FD_32133 of 1994; i do b elieve that morerailroads are going to want to use that same trackage to miss the Chicago SWitching District's bottleneck in the city of CHICAGO. the best thing that CN can do is look towards use of the IOWA INTERSTAE railroad or 5he TELEDO PEORIA&WESTERN or the GENESEE&WYOMINGS/ILLINIOS MIDLIAND subdivsion to move rail traffic away from chicagoif not via the BIG FOUR route of the CCC&St.L. ifat all would be there best ideas not by the use of a single tracked EJ&E railroad that will cause more harm that the good that the CN says that it will. I'mnot surpised that the CSX or NS hasn't wanted in on these proceedings for a piece of the trackage rights that could be used to there advanage in moving traffic around CHICAGO via the use of the UP mainline at either St.LOUIS or up to Nelson yard thenwest to Clinton,Ia; let alone the proposednewAMTRAK routes to peoria or the Quad citys or Rockford -Debuquee,Iathe last being the old AMTRAK BLACK HAWK line aboloished in the 1980's same wioth the old Rock Island RR. train to Peoriathat was a daily til the end of the Rock Island RR.in the late 1970's. IF the CN is realliy interstedin trafic on the EJ&E they better think 3 track mainlines between Leithton and EOLA and 4 mains south to JOLIET and 5 tracks east to Gray ,IN. orthis is the bigest waste of time since the PENN CENTRAL MERGER of 1966 or the SANTA FE and SOUTHERN PACIFIC of 1983 that was revoked in 1986 by the ICC as to much of a hassle the CSX /NS control merger of CONRAIL is also the same thing. the only way conrail made money to getinto the black was by there leasing of the vast locomotive fleet that they inherited from all the railroadsthat compised conrail they sure weren't making it on AMTRAK subsudies so in maybe the next 5 years both CSX and NS will be in bankruptcy is that a god thing to make a class #rairoad like theEJ&E t5o be a CLASS 1 subsidereary andto be the next PENCENTRAL mess cause CONGRESS wont bail out anothr railroad in the current ECCONOMY.
