With reference to the Surface Transportation Board's NOI to prepare an EIS for the proposed CN acquisition of EJ and E Railway I make the following comment. Although the proposed EIA Scope suggests an assessment of airborne pollutants, no mention is made of the pollutants which are proven to carry the most risk nor how they will be measured. I live 14,000 feet from the nearest EJ E line. I am concerned with the impact on my clean air at my home. I am concerned with airborne small particulates found in the typical Diesel exhaust stream. I live in a 2500 person community with an aging population where the average age is approx 58 years. Many of my concerns are also especially important to these older people with prior lung damage. Please take into account the nature and level of small particles in your scope of the EIS. Thank you.
