I have reviewed the recently-released final EIS prepared by the SEA in connection with the proposed acquisition by Canadian National of the EJ&E. I noted that the EIS does not include any information related to the recent, comprehensive study of economic and other impacts commissioned by Metropolis 2020, which concluded, among other things, that the transaction would result in increased rail efficiencies that would add $267 million in benefits to the national GDP, including more than $60 million GDP for the Chicago region. I could not locate a copy of the report on the FD-35087 Docket. In order to ensure the STB Board has all pertinent information before it when it makes its decision, I am submitting copies of three documents: (1) Metropolis 2020 Press Release dated 12/3/2008; (2) Metropolis 2020 Summary of the economic benefits of CN’s acquisition of the EJ&E; and (3) Final Report: Regional Economic Benefits from CN’s Acquisition of the EJ&E Prepared for: Chicago Metropolis 2020, Prepared by: Economic Development Research Group, Inc. & Carl Martland, Rail Freight Consultant, dated November 25, 2008.
