Phillis & STB Board Members I believe that improvements in, and optimal use of rails is important to the Chicagoland regional economic strength. I am an environmental engineer and a homeowner in Frankfort, IL - in close proximity to the EJ&E rail line that CN is proposing to purchase. I am deeply disturbed by the increased economic burden that this purchase - as planned - will place on the village of Frankfort, and on my family and my neighbors. We should not accept the EIS as sufficient to address our concerns. Improvements at grade crossings are necessary for CN to realize their efficiency gain - and should therefore be 100% their cost. This is not about NIMBY - this is about corporate responsibility. This is about CN being responsible to cover costs for environmental emergency responses to HAZMAT situations. We cannot accept the draft EIS as sufficient. Increased rail traffic that comes with increased efficiency can be addressed - and should be addressed - by CN - who needs to be 100% responsible and accountable for making sure the grade crossings are improved, and local emergency response support for hazmat spills is state-of-the-art to protect my family and my neighbors family.
