This comment regarding the CN/EJE DEIS follows on our comment filed 2/13/08 regarding the scoping document. The South East Chicago Commission is active in an area along the CN's lakefront line, north of Grand Crossing, in Chicago. That line stands to lose all of its freight traffic shortly after the proposed acquisition, and eventually its Amtrak traffic. We wish to re-state our concern about disposition and re-use of the CN's portion of the joint CN-Metra right-of-way along the lakefront line. We understand that abandonment by CN may require a separate STB process. However, the South East Chicago Commission wishes to go on record at this DEIS stage, with the following: From inception to completion, planning and implementation of re-use of the property must be conducted with full public participation, regardless of which public agencies and private parties are involved in the process. Such agencies and parties may include, but are not limited to, Canadian National, Metra, Chicago Transit Authority, public utilities, communications companies, City of Chicago (Department of Transportation, Department of Environment, Park District, Planning Department, Chicago Plan Commission, Aldermanic Wards, Streets & Sanitation, Water, Electricity), Chicago Olympics Committee, US Olympics Committee, State of Illinois (Department of Transportation, Environmental Protection Agency, Illinois Commerce Commission), US Corps of Engineers, Federal Communications Commission, and US Surface Transportation Board.
