This transaction should not be approved. There are no net benefits to the region and all economic benefits flow to the CN. To suggest that any mitigation costs at all should be borne by the local, state or Federal taxpayers or governmental entities is inappropriate given that no benefits of any kind go to any party or entity other than CN. See also my letter of January 24, 2008 which is still valid as to its contents.
