Good Afternoon, Thank you for the opportunity to review the Draft Environmental Assessment (DEA) for CSX Transportation’s proposed abandonment of the approximately 0.69-mile rail line in Philadelphia County, PA (Docket No. AB-55 (Sub-No. 819X)). We have no comments on the DEA at this time. We advise CSXT to avoid and minimize environmental impacts to the extent practicable and obtain any necessary permits for the Project. In Pennsylvania, EPA has delegated authority to issue permits under Section 402 of the CWA to the Pennsylvania Dept. of Environmental Protection. For state-issued permits, please reach out to PA DEP or visit Pennsylvania Dept. of Environmental Protection NPDES Permitting Program website (https://www.pa.gov/services/dep/water/clean-water/apply-for-national-pollutant-discharge-elimination-system-npdes-permits) We look forward to reviewing any future NEPA documents for this project.
