I am submitting comments on behalf of one of my clients, PRR Harsimus Stem Embankment Coalition. The Coalition wishes to stress that Conrail and its chosen developer did not act in accordance with the City's intentions as claimed by the OEA in its 2009 Environmental Assessment in the OEA's suggestions in connection with section 110(k) (anticipatory demolition). The Coalition submits 30 letter showing that Conrail acted in disregard, and contrary, to the City's intentions. City of Jersey City and Rails to Trails Conservancy affiliate with these comments and the evidence presented, noting that the letters further demonstrate an intentional violation of section 110(k) by Conrail.
